lasting は「長続きする、永続的な」の意味がありますので、日本語に訳せば選べそうですが、やはり「定訳」があるものはそれに従います。

Five of world’s most powerful nations pledge to avoid nuclear war. US, Russia, China, the UK and France who are permanent members of the UN security council agree ‘nuclear war cannot be won’（世界最強の5カ国が、核戦争回避を誓う。国連安全保障理事会の常任理事国である米国、ロシア、中国、英国、フランスは、「核戦争に勝利はない」ことに同意している。）
国連の「常任理事国」は permanent members と言います。「非常任理事国」なら、non-permanent members となります。「安保理」の the UN security council もしっかりと覚えておきたい表現です。
核戦争を起こしても、つぶしあいになるだけで「勝者」はいないことを確認したとのこと。ロシアとウクライナ Ukraine の関係や、中国と台湾の関係など、国際的な問題を抱える常任理事国が、こうした「合意」に達したというニュースは意味があるのかも知れません。
