解説
Ponzi scheme でいわゆる「ねずみ講」のことです。Ponzi は Charles Ponzi という詐欺師の名前に由来します。pyramid scheme も「ねずみ講」のことで、ここではよりわかりやすく pyramid and Ponzi scheme となっています。
program はもちろん「計画、番組」などの意味です。表現として使いません。
project にも「計画」の意味はありますが、「組織的に行われる大規模な計画、国家事業など」を指します。

米国証券取引委員会は SEC と表記されることが多いです。「ねずみ講」は「マルチ商法」などと言われることもある詐欺の一種で、出資金を募って運用し、利益を配当として投資家に還元すると謳いながら、実際は運用をせずに、投資家が別の人をスキームに勧誘することで利益を得る手法です。
今回はこれを暗号資産への出資を募って3億ドル以上を集めたとして、11人が起訴されました。このスキームはForsage と名付けられ、創設者たちはロシア、グルジア共和国、インドネシアに住んでいることが最後に確認されているとしています。
