解説
announce (that) 節で「〜と公表する、告げる」の意味です。この文にもあるように、that 節を導く接続詞の that は省略されることが多いです。
speak は直後に目的語として that 節を取ることはできません。他動詞の speak は「（言語）を話す、（言葉）を言う」などで使われます。
tell を「話す、伝える」の意味で that節を続ける場合は、tell 人 that 節となるのが普通です。tell that節は「〜ということがわかる」の意味になります。

今回は、首相に就任するかどうかは言明していないものの、もし就任するとなれば、97歳の首相が誕生することになります。マレーシア首相の任期は5年ですので、就任中に100歳を超えることになります。
