hardly ever で「めったに…しない」の意味です。hardly だけですと「ほとんど…ない」の意味ですが、hardly ever となると頻度になります。
hardly ever が seldom と同じ意味ということになります。ever seldom という表現はありません。
hardly そのものが否定語ですから、never や not といった否定語と一緒には使えません。

not, no, never がついていれば「否定語」であることはわかりますが、これ以外の否定語に注意が必要です。hardly, seldom, rarely など。seldom は rarely と同義で、hardly ever, scarcely ever も同じ意味である点には気をつけましょう。
